What is ADR?

ADR (Accord européen relatif au transport international des marchandises Dangereuses par Route) is a European agreement on the international transport of dangerous goods by road. It is an agreement regulating the rules and requirements for the transport of dangerous substances and objects by land, aimed at ensuring safety during transport and protecting people, environment and property.
Materials covered by ADR regulations are substances and objects classified as hazardous, such as explosives, flammable, toxic, radioactive or corrosive materials. ADR regulations apply to the transport of these materials both within individual countries and international road transport.

Types of ADR exemptions

Exemptions from the ADR regulations concern specific cases in which the requirements of this agreement regarding the transport of dangerous goods do not apply.

  1. Limited quantity - one of the most popular ADR exemptions, where shipments are often marked with the symbol "LQ" and are subject to less strict requirements compared to typical dangerous goods.
  • Preparation, even LQ (Limited Quantity) of ADR materials, for transport requires fulfilling specific obligations for the shipper in terms of:

- not exceeding the maximum quantity to minimize the risk,

- proper labeling of the packaging,

- ensuring the integrity and tightness of the packaging,

- securing transport (such as labeling packaging, maintaining its integrity and tightness, and sometimes ensuring fire resistance, etc.).

  • In such case:

- the carrier does not have to mark the vehicle with an ADR plate (no marking requirements for the carrier)

- the carrier does not need ADR authorizations (applies to both the driver and the company)

- LQ transports do not need to be entered in the register of transported ADR materials

- the carrier does not have to have special ADR equipment (so called ADR box, additional fire extinguishers, etc.).

  • However, it is important to remember that even loads subject to LQ exemption are still considered ADR (although without requirements for the carrier), so road bans still apply if there are traffic signs indicating restrictions on the route.

No entry for vehicles with explosive or easily flammable goods.

No entry for vehicles with goods that may contaminate water.

No entry for vehicles with dangerous goods (all ADR).

If there is a road sign on the route, despite the fact that there is a Limited Quantity exemption, the carrier is still not allowed to enter the prohibited zone marked with the above mentioned signs, because there are no ADR exemptions in the Highway Code.
